I’d say the Sahara has few resources, low population and lots of space, so let’s say:
Chad
Niger
Mauretania
You’ve got two of them, though apparently Chad has got too much going on economically.
Huh. Chad has always been a byword for backward to me.
So let’s cheat a bit and suggest two more: Central African Republic and South Sudan.
Central African Republic is another one.
There are two more in the bottom five. One is in Africa (and has had a pretty rough time over the last couple of decades) and one is in Asia (and has a lot of space and not a lot of people.)
South Sudan’s absence surprises me quite a bit.
The clue sounds like it could be referring to Zimbabwe (but really, hasn’t most of Africa had a pretty bad couple of decades?) and Mongolia.
No, wait!
Zimbabwe is not that bad from what I saw. So let’s go with the combination of sand, famine, invasion and pirates that is Somalia!
That’s it. Somalia has very little in the way of economic activity.
And Mongolia is a big country with not a lot of people.
